PLATO registration: re-opening of Grandfather clause

Council has approved re-opening the Grandfather clause. Opening dates will be officially published. However, the period in which experience had to be gained is the same as before, i.e. up to 31 Dec 2004. If you are relying on more recent experience you'll need to apply through standard channels. This is just for people who did not apply the first time around. (source: PLATO newsletter Dec 2009)

Professional GIS Practitioner Registration - Professional Land Surveyor

Avatar Posted by Gavin Fleming at Jan 25, 2010 10:00 PM
Dear Sir/Madam

In short:
I honestly feel that this whole registration process to become a Professional GIS Practitioner as outrageous especially in the context of registered professional land surveyors....the grand fathers of GIS!
I do not know how PLATO and GISSA can expect most of us who have been involved in GIS in some form or another in the professional context i.e. working/real world environment, to give up our practices/companies and to go under the mentorship of those who probably know less than us in the first place (in fact probably been working for us in the first place!) for a duration of 260 days etc to qualify to become a Professional GIS Practitioner. Just because we missed round 1 of the Grandfather Clause and now round 2 because we didn't quite hit the mark of requested experience by 2004, we are AGAIN being prejudiced against. It is giving our professional land surveying collegeus an unfair business advantage I honestly feel that if there are enough of us to challenge this at the highest level the outcome could be to our benefit. I can honestly say I am not alone in my views and it is a matter of time before this fiasco is challenged.
I have no problem in being examined on the relevant laws and doing practical examinations or even oral interviews in order to achieve this "pigeon-holing" but I do have a problem with the current process. I can be contacted on 072 99 07 107 or justinsadler@jsageomatics.com should you wish to discuss thi s further with me.

Kind regards

Justin Sadler
(Professional Land Surveyor)

I would like to apply for Plato Registration in the GIS category. I have acquired valuable work experience post December 2004. I do not have a Diploma or degree. Does this mean I will be unable to apply through standard channels?

The re-opening of the grandfather clause needs to be promulgated in the Government Gazette before the process opens. I do not know when this will happen. This process will apply to all of the PLATO registration categories, and not just those for GISc.

There is no 'fiasco' regarding the Grandfather Clause process - it is just the same as it has been for all other professions when they commenced professional registration, to cater for those who worked in the profession before formal qualifications for the profession were generally available. Unfortunately, registration as a professional generally requires a four-year degree. SAQA can advise you on the recognition of prior learning (RPL) and whether or not your experience could contribute towards the requirements of a degree.

The requirements for professional registration are available at:
http://www.plato.org.za/pdf/gis/Microsoft Word - NOTES - GISc Profesional 20 Sept 04.pdf

If you feel that you are the exception to the rule and that you meet the requirements in the spirit of the requirements for registration though not the exact, literal wording of the requirements, then state your case to PLATO. I know from personal experience that the PLATO evaluation committees do consider exceptions fairly. Indeed, the biggest problem comes from those applicants who do not take the process seriously, providing inadequate documentation and not responding to queries from PLATO.

Justin you are right, the registration process is totally outrageous. But for the record I know some of the Professional Land Surveyors who are acting as mentors for new GIS entrace.

Here are the facts;

1. I have been looking at the number of registered GIS Pactioners and they are less than 150 and most of them are Directors with less time to dedicate for the new entrance.

2. There are few Practioners working in a Natural Environment field. This field happens to have more GIS intakes esp with the growing use of Remote Sensing in the field. If you have been working there for a longer period then your experience will be in vain as no one will be able to sign the log book since PLATO recognizes only people who are registered with them.

3. There is a high demand of GIS skills and most probably one will get a jod immideately after finishing their degrees. Can new entrance afford to leave opporunities in order to get training first. NO

4. In Surveying, people are elegible to register as technicians straight after finishing their diplomas. Why this is not applied in the GIS field is still a mystery

I am hoping that the new curriculum which is currently on the pipeline will look into this.

Thanks

Due to the registrations having been closed forever of the Grandfather Clause some years ago, to have this open again is a big honour to those who have missed the respective years for various reasons.
To those who have worked so hard to make this possible - a heartfelt thank you for giving us another opportunity to change our futures for the better.
